On April 5, 2023, in the Official Journal of the European Union, Commission Implementing Regulation (EU) 2023/739 of 4 April 2023 providing emergency aid for the cereals and oilseeds sector in Bulgaria, Poland, and Romania was published.

This EU Regulation makes emergency aid available to Bulgaria, Poland, and Romania in the total amount of 56,300,000 EUR for the establishment of an emergency aid measure for the cereals and oilseeds sector.

Romania received a total amount of 10,050,000 EUR, which will be supplemented by an additional 10,050,000 EUR from the national budget.

The total amount of 20,100,000 EUR will be granted to agricultural producers in the cereals sector for expenses incurred with the storage of their own wheat production from the 2022 harvest in their own or third-party storage spaces.

"This is what the work carried out by the Ministry of Agriculture and Rural Development (MADR) means, through sustained and well-organized work, being able to prove with facts that at 10:26 am the Commission Implementing Regulation (EU) 2023/739 of 4 April 2023 providing emergency aid for the cereals and oilseeds sector in Bulgaria, Poland, and Romania was posted in the Official Journal of the European Union. At 2:19 pm, the implementing act was uploaded to the MADR website to comply with the principle of decision-making transparency. We have always been with farmers and remain by their side! The 20 million euros will be allocated only to farmers who have cultivated wheat and have stocks, and support for those involved in the marketing of cereals is excluded," said Minister Petre DAEA.

The beneficiaries of this emergency aid are:

a) individual agricultural producers;

b) individual entrepreneurs and family enterprises established according to the provisions of Government Emergency Ordinance no. 44/2008, approved with modifications and completions by Law no. 182/2016, with subsequent modifications and completions;

c) legal persons engaged in agricultural production, regardless of their legal status or their mode of organization, agricultural companies organized in accordance with Law no. 36/1991 on agricultural companies and other forms of association in agriculture, with subsequent modifications and completions, commercial companies organized in accordance with Law no. 31/1990 on commercial companies, republished, recognized producer groups and organizations according to Government Ordinance no. 37/2005 on the recognition and functioning of producer groups and organizations for the marketing of agricultural and forestry products, as well as for the establishment of certain measures for its implementation, with subsequent modifications and completions, agricultural cooperatives organized in accordance with Law no. 566/2004 on agricultural cooperation, with subsequent modifications and completions.

 

Within 15 days of the publication in the Official Gazette of Romania Part I of the implementing act, agricultural producers can submit their applications to the local/judicial APIA centers, respectively, in Bucharest, where they submitted the 2022 single payment request.

APIA determines the unit value of the grant by reporting the total amount allocated to the scheme to the quantity stored and communicated to each county center. The amount that will be granted to each beneficiary agricultural producer is obtained by multiplying the unit grant established by APIA with the quantity of wheat deposited and communicated by each producer.
